The CRB is an Executive Agency of the Home Office set-up to help organisations in England and Wales make safer recruitment decisions. This service enables organisations in the public, private and voluntary sectors to make safer recruitment decisions by identifying candidates who may be unsuitable for certain work, especially that involve children or vulnerable adults.  The CRB was established under Part V of the Police Act 1997 and was launched in March 2002.

Disclosure Scotland is an Executive Agency of the Scottish Government.  It provides a service designed to enhance public safety. They provide potential employers and voluntary sector organisations with criminal history information on individuals applying for posts.

AccessNI was established by a joint programme between the Northern Ireland Office, the Department of Health, Social Services and Public Safety, the Department of Education and the Police Service of Northern Ireland. AccessNI is part of central government and operates under the provisions of Part V of the Police Act 1997.

AccessNI enables organisations in Northern Ireland to make more informed recruitment decisions by providing criminal history information about anyone seeking paid or unpaid work in certain defined areas, such as working with children or vulnerable adults.

The Independent Safeguarding Authority (ISA) has been created to help prevent unsuitable people from working with children and vulnerable adults.  The ISA operate the Vetting and Barring Scheme and Vulnerable Children and Vulnerable Adults Lists.

The scheme will cover those who work or volunteer, or seek to work or volunteer, with children or vulnerable adults in England and Wales, in a range of occupations including:

  • health
  • the caring services
  • childcare providers
  • teaching and coaching
  • transport of vulnerable individuals
  • advisory services.

Also covered by the scheme are the inspectorate bodies, local government directors and bodies, charitable trustees.

The Protecting Vulnerable Groups Scheme (PVG Scheme), which delivers on the provisions outlined in the Protection of Vulnerable Groups (PVG) (Scotland) Act 2007 offers a similar scheme to ISA for people living in Scotland.
